This includes evaluating the legal nature and functions of unilateral administrative acts, regulatory acts, and administrative contracts. Additionally, the consequences of unlawful acts, and the concepts of annulment and nullity are explained. The Administrative Judiciary course begins by addressing the emergence, development, and distinction of the administrative judiciary from other judicial systems. In this context, the importance and purpose of judicial review of the legality of administration are discussed. The administrative judicial system in Turkey and its constitutional basis are explained in detail. Subsequently, the course focuses on the structure and areas of responsibility of the administrative judiciary. The functions of the Council of State, regional administrative courts, administrative courts, and tax courts, along with their jurisdiction and responsibilities, are discussed. Furthermore, the conformity of the administrative judiciary to the principles of independence and impartiality is evaluated. Types of administrative lawsuits are examined through basic lawsuit types such as annulment actions and full remedy actions. The characteristics, admissibility conditions, and initiation processes of these types of lawsuits are explained practically. In particular, the judicial review of the legality of administrative acts in annulment actions and the judicial process of compensation claims in full remedy actions are detailed. The procedural rules of administrative litigation also constitute an important part of the course. In this context, lawsuit filing periods, preparation of lawsuit petitions, enforcement of court decisions, and appeal processes are discussed in detail. The rights and obligations of the parties in litigation, and the role of the administrative judiciary in balancing public interest and individual rights are emphasized. In later sections of the course, the relationship between administrative judiciary and constitutional judiciary is discussed. The right to individual application to the Constitutional Court and its effects on administrative acts are analyzed. At the end of the course, current problems in administrative judiciary, reform proposals, and electronic litigation processes are discussed to ensure students approach the subject from a contemporary perspective.
