Ebru Manavoğlu completed her primary, secondary, and high school education in Antalya. In 1992, she was admitted to the Faculty of Architecture at Istanbul Technical University, Department of Urban and Regional Planning, graduating as an Urban Planner in 1996. She completed her master’s degree in 2005 at the Akdeniz University Department of Landscape Architecture. She pursued her doctoral studies at the same institution, completing her Ph.D. in 2013 with her dissertation, "A multi criteria analyses of the green spaces in antalya and the development of planning strategies."

In 1997, she served on the Founding Board of the Antalya Branch of the Chamber of Urban Planners (TMMOB Şehir Plancıları Odası) and participated in its management board at various times. Between 2016 and 2022, she served as the President of the Antalya Branch of the Chamber of Urban Planners. From 2011 to 2022, she was a member of the Executive Board of the Antalya City Council and chaired its Urban Planning Working Group. She is also a member of the Advisory Boards of the Antalya Women’s Museum and the Antalya City Museum.

Between 2002 and 2022, she worked as a part-time lecturer in Akdeniz University, teaching courses on Urban Planning, City and Regional Planning, Urban Design, and Urban History in the Departments of Architecture, Interior Architecture, and Landscape Architecture. She continues to conduct academic studies in her field and has been working as an independent urban planner at Ebru Manavoğlu Urban Planning Office since 1997.
