Prof. Dr. Sefa Çetin completed his undergraduate studies in 1987 at Ankara University, Faculty of Political Sciences, Department of Labour Economics and Industrial Relations. He received his master’s degree in 2001 from Middlesex University in London and earned his Ph.D. in 2007 from Çukurova University in the field of Management and Organization. His doctoral dissertation examined strategic planning processes in provincial administrations in Turkey.

Prof. Dr. Çetin’s academic interests include public administration, strategic management, local governments, leadership, public policy, and migration governance. He has published numerous articles in national and international peer-reviewed journals such as International Political Studies, Turkish Studies, Postmodern Openings, and Çukurova University Journal of Social Sciences. He has also authored and co-authored books and book chapters on topics such as strategic management in the public sector and organizational behavior.

Throughout his career, he has held various administrative roles, including department chair, vice dean, and institute director at institutions such as Antalya Bilim University, Maltepe University, Kastamonu University, and Istanbul Gedik University. Prior to his academic career, he served as a district governor and deputy governor under the Ministry of Interior until 2007. He has also participated as a principal investigator and researcher in several national projects, including comparative studies on local government competencies in Turkey and Switzerland.
